Nearshore software development in Portugal — engineering talent inside the EU.

We help DACH, Nordic, UK and US teams build calibrated nearshore engineering hubs in Lisbon and Porto. EU-timezone, EU-contract, retained search — not a body-shop staffing model.

Portugal has matured into one of Western Europe's most credible nearshore destinations for senior software, platform and applied-ML engineering. Lisbon and Porto now host engineering hubs of Revolut, Cloudflare, BNP Paribas, Mercedes-Benz.io, Volkswagen Digital Solutions, Siemens, Natixis and dozens of mid-sized scale-ups — which means the senior talent pool is real, but also that the easy hires are gone. Zero to One Search runs retained nearshore searches into Portugal calibrated to actual seniority and EU-employment realities — not the volume-staffing model most nearshore agencies still default to.

Why teams choose us in Portugal

What you get when you brief us

EU timezone, EU contract, EU compliance

Lisbon and Porto are CET/WET — 1–2 hours from the rest of the EU, in the same regulatory frame. No GDPR data-residency workarounds, no offshore IP-assignment risk, no daily 8-hour timezone wall.

Real senior depth — not just juniors

Portugal's tech market has matured beyond the 'cheap juniors' phase. We focus on staff, principal and lead-level engineers, returning senior operators (from London, Berlin, Amsterdam, the US) and proven engineering managers. We don't run 60-CV bulk pipelines.

Cost band that still makes sense

Senior backend, data and applied-ML compensation in Portugal currently runs 30–45% below Munich/Amsterdam and 40–55% below London for equivalent seniority — narrower than two years ago, but still material at scale.

Retained search, not staffing

We run nearshore engagements on the same retained model as our DACH searches: kickoff, written role narrative, named-target market map, structured assessment and references. No CV-flipping, no shared-pool 'bench' candidates.

Nearshore engineering compensation in Portugal (2026)

Numbers below are calibrated against actual recent placements in Lisbon and Porto across the hubs we work with. International-hub comp, local-startup comp and returning-from-abroad expectations diverge sharply — benchmark against the specific competitor, not a national average.

Senior backend / platform engineer (5–8y)

€55,000–€85,000 base + bonus / equity. International-hub roles cluster at the upper end; local startups at the lower.

Staff / principal engineer (8y+)

€75,000–€115,000 base + bonus / equity. Premium for ex-FAANG, ex-Revolut, ex-Cloudflare and returning operators from London/Berlin/SF.

Applied ML / AI engineer

€65,000–€110,000 base + bonus / equity. Narrower pool than DACH, but the senior end is competitive with Madrid and the lower end of Berlin.

Engineering Manager / Site Lead

€85,000–€130,000+ base + bonus / equity. International scale-ups establishing a hub pay the top of the range to anchor it credibly.

What actually moves comp in Portugal

Employer type

International scale-ups (Revolut, Cloudflare, BNP, Mercedes-Benz.io) pay near the EU mid-pack. Local Series A–C startups pay 20–30% below that but compete on equity and ownership.

On-site vs. remote-Portugal

Fully-remote-within-Portugal contracts are common at international hubs; hybrid (2–3 days) is the local default. Fully-remote-EU is increasingly the exception, not the rule.

IFICI / NHR successor tax regime

Qualifying engineers moving to Portugal benefit from the new IFICI regime (20% flat IRS on eligible income for 10 years). This materially changes net-comp math vs. DACH and is worth surfacing in offers.

Notice periods

Standard Portuguese labour law is 30–60 days for senior IC; international hubs sometimes negotiate longer. Factor this into start-date planning at kickoff.

Frequently asked

Questions before you brief us.

Is Portugal still a cheap nearshore destination?
Cheaper than Munich, Amsterdam or London — yes, by 30–50% at equivalent seniority. Cheap in absolute terms — no longer. Senior backend, platform and applied-ML comp in Lisbon now benchmarks closer to Madrid and the lower end of Berlin than to a discount nearshore market. The right way to think about Portugal in 2026 is 'EU-quality engineering at meaningfully lower cost', not 'offshore-grade staffing'.
How does Portugal compare to Poland or Romania for nearshoring?
Poland has more depth in raw numbers and a slightly lower cost base; Romania is cheaper still but thinner at the senior end. Portugal's advantages are timezone (CET/WET vs. CET+1/CET+2), English fluency (consistently the highest in Southern Europe), Atlantic-facing culture (easier for US teams to integrate), and the IFICI tax regime for relocating senior engineers. We've written a longer comparison here: /blog/nearshoring-to-portugal-vs-poland-romania.
Do candidates in Portugal speak English fluently enough for distributed work?
Yes, at the senior end almost universally. English is the default working language across both international hubs and most local scale-ups, and Portugal consistently ranks at the top of the EF English Proficiency Index in Southern Europe. Portuguese-language requirements are usually only relevant for sales roles targeting the local market.
What's the realistic timeline for a senior hire in Portugal?
For senior IC roles: 2–3 weeks to calibrated shortlist, 6–10 weeks to signed offer. For engineering leadership: 4–6 weeks to shortlist, 10–14 weeks to signed. Add 4–8 weeks for non-EU relocations (visa processing has lengthened in Portugal); EU-internal moves don't materially slow the timeline.
Can you support relocation and documents for hires moving into Portugal?
Yes — we run a dedicated relocation and documents support service for Portugal, coordinated with vetted local tax and immigration partners. It's bundled at no extra fee with retained search for placed candidates. See /services/relocation-portugal for what's covered.
Do you only cover Lisbon, or also Porto and the rest of Portugal?
Lisbon and Porto in primary depth, plus fully-distributed-within-Portugal hires (Coimbra, Braga, Aveiro and the islands on request). For hybrid roles the practical catchment is the relevant metro area plus its commuter belt.
